emerge the nullsoft installer package
sudo emerge -av nsis
to enable the AccessControl plugin which allows changing permissions on folders during windows installations, download the package
http://nsis.sourceforge.net/mediawiki/images/4/4a/AccessControl.zip
extract the folder and copy the .dll files in the Plugins folder to /usr/share/nsis/Plugins/ .
